    1. The best way to waste 1.3 billion on security is to make sure the G20 event you are hosting is not a real one. And indeed it wasn’t. This was a window dressing G20 that Prime Minister Stephen Harper requested. The real summit takes place in Korea in the fall.
    2. To completely waste all money spent make sure nothing of substance is accomplished at the Summit. And at this one nothing was as even the photo opts of the world leaders were bad. All that was done was negative with world leaders agreeing to austerity plans that will crush the middle class and the poor.
    3. Make sure people like Prime Minister Stephen Harper, Jim Flaherty and other government leaders that don’t care much for Toronto are in charge of organizing the Summit. And make sure RCMP INTELLIGENCE, the group most likely to organize mass civil liberties violations is at the command of the Integrated Security Force.
    4. Allocate the huge sum of money so various police forces can create an Integrated Security Unit of police from the local, provincial and national police. (After all, if you want to beat people up, spending a lot on the hit is sure to work)
    5. Make sure you locate the Summit right in the heart of downtown Toronto.
    6. Make sure that politicians have control of the ISU and its policing plans for the Summit, but whether it be the mayor of Toronto, premier Dalton McGuinty or the Prime Minister and his cabinet, have all decisions made in back rooms or through hidden ordinances, so that later, when it all goes wrong, the Toronto Police Chief can be used as a scapegoat.
    7. Build an expensive fence to wall off the people in Toronto but also try to keep the area running during Summit and Protest weekend. That way if things get even slightly out of control ordinary citizens will be victimized by vandals and the police army. They’ll even be swept up, brutalized and detained along with protesters the police arrest.
    8. Make sure money is spent on all sorts of exotic police equipment that won’t be used. Have police all terrain vehicles patrolling empty areas of the waterfront or buy an LRAD sound cannon that is never used. Make sure police are supplied with so much shielding, body armour and weapons like gas masks and guns and pepper guns and so on that they can barely move faster than turtles when chasing Black Bloc guys and vandals.
    9. Inform all police and even security guards in downtown Toronto that they have the right to search anyone on the street.
    10. Make sure that the ISU itself, even through its website, gives protesters no information on safe protest or areas.
    11. Make sure the plans for controlling the protesters at the largest march are fifty years out of date. First provide a police riot army large enough to keep the protest contained within the march area. Then don’t allow the riot police to do their job, but instead come up with an intelligence plan to allow Black Bloc protesters to break free and run down to attack police cruisers placed in the street as decoys and then further on to vandalize stores on major streets like Yonge Street which police have suddenly been told to abandon and leave open to the protesters.
    12. Now that you’ve disempowered your own riot police have them make many more brutal and terrifying charges against the non violent body of protesters while the Black Bloc escapes and wreaks damage and havoc all over downtown. Force many other protesters out of the march area by pushing them past the burning police cars rather than back to Queen's Park.
    13. Make sure you abandon key parts of downtown like Yonge Street for more hours in case any roaming vandals want to strike in a police-free zone.
    14. Now that you’ve unleashed havoc in Toronto it’s time to go into mass arrest mode and have police in black vans, riot police, bike police and so on search, arrest or snatch people all over downtown.
    15. As Saturday night passes and Sunday is arriving make sure no announcements are made to the public about the danger of being searched and arrested on the street. Continue to attack smaller pre arranged protests and continue to arrest anyone near them to maximize negative media coverage and to make sure that ordinary citizens are living in a state of fear, anxiety and terror in their own city.
    16. Now that everyone’s in jail, protesters and ordinary people, and the Black Bloc guys that escaped are toasting to chaos somewhere in a bar … it’s time for all the politicians to issue similar press releases about how all of this was necessary. In that way you can’t tell the difference from the mayor, Bob Rae, Stephen Harper or Dalton McGuinty.
    17. Now that the money’s been spent and it did little more than create disaster in Toronto, it’s time to blame everything on Toronto Police Chief Bill Blair. And meanwhile Canadians across the nation take a look at the aftermath of this Freak Show and Spectacle of Violence in Toronto and wonder what in the hell it was all for.
